Thailand Launches First Official Level 4 CAV Testing Program with Zelostech
BANGKOK, Thailand — September 2026 — Thailand has launched its first official Level 4 connected and automated vehicle (CAV) testing program, marking an important step in the country’s efforts to advance autonomous mobility and establish a foundation for future testing, regulatory development, and commercialization.
Zelostech, a global autonomous logistics infrastructure provider, is participating in the program with its Level 4 autonomous logistics vehicle. According to Thailand’s Office of the National Higher Education, Science, Research and Innovation Policy Council (NXPO), the testing represents Thailand’s first Level 4 CAV test and is being conducted in cooperation with the Department of Science Service (DSS) under the Ministry of Higher Education, Science, Research and Innovation (MHESI).
The testing program, conducted from September 1 to 10, 2026, covers more than 20 scenarios designed around Thailand’s traffic conditions and operating environment. These include interactions with passenger vehicles, motorcycles, and pedestrians; responses to traffic signals, turning across traffic flows, lane keeping, maintaining following distances, parking, and merging into traffic. The scenarios are designed to evaluate the vehicle’s perception, decision-making, and safe response under different operating conditions.
Testing Based on Internationally Recognized Methodologies
The testing is conducted within Thailand’s developing CAV testing infrastructure, which has been developed with reference to internationally recognized automotive testing methodologies. Thailand’s Department of Science Service (DSS) has previously stated that the development of the T-CAV testing facility at EECi referenced ADAS EURO NCAP standards and ISO 22737, alongside international expertise in testing infrastructure.
ISO 22737:2021 is an international standard for low-speed automated driving (LSAD) systems operating on predefined routes. It covers operational design domains, system requirements, minimum performance requirements, and performance test procedures for systems designed to operate at Level 4 within defined ODDs.
The combination of internationally referenced testing methodologies and Thailand-specific scenarios allows the program to evaluate autonomous driving performance within the country’s own traffic and operating context, rather than relying solely on generic test conditions. For Zelostech, this provides an opportunity to validate our Level 4 autonomous logistics technology against structured testing requirements while also examining how the system responds to the specific conditions encountered in Thailand.
From Official Testing to Autonomous Logistics
The Thailand program represents a pathway from controlled validation toward industrial applications of autonomous logistics. Following the testing at the T-CAV facility, the next phase is planned in the WHA Eastern Seaboard Industrial Estate, providing an industrial environment for further evaluation of autonomous logistics operations. These stages allow Zelostech to validate its autonomous driving technology against defined test scenarios and in real industrial logistics environments.
Building Thailand’s L4 Autonomous Mobility Ecosystem
Extending beyond individual vehicle testing, NXPO has stated that the testing is intended to generate real-world data that can support Thailand’s future development of autonomous vehicle policy, including testing approaches, criteria and conditions for future L4 testing. This positions the program within a larger ecosystem involving government agencies, testing infrastructure, policy institutions, industrial partners, and technology providers.
This reflects our approach to international expansion: working with local stakeholders to validate autonomous logistics technology under local operating conditions and support future deployment.
